Согласно сегодняшним Правилам дорожного движения, для обозначения комплексов автоматической фиксации нарушений ПДД используется табличка 8.23 «Фотовидеофиксация». Ещё в 2019 году президент РФ Владимир Путин отметил, что камеры не должны быть спрятаны, так как их цель – снизить аварийность и уровень травматизма на российских дорогах. Отметим, нередко до сих пор такие комплексы устанавливают не на опасных участках, а на тех, где водителей проще «подловить» на превышении.
Поправки к ПДД, касающиеся информационной таблички «Фотовидеофиксация», правительство РФ одобрило только 31 декабря 2020 года. На переходный период регионам дали полгода: он продлится с начала марта по конец августа. В это время можно будет использовать как старые таблички 8.23, так и новый знак – 6.22, название у него осталось прежним – «Фотовидеофиксация». Второй требуется устанавливать вне населённых пунктов: за 150-300 метров до зоны контроля, а в городе – на въезде.
С 1 сентября можно будет устанавливать только новый знак. При этом, как сообщает «Коммерсант», внешний вид этого дорожного знака всё ещё не утверждён. Поправки в ГОСТ 52289 и 52290 (содержат общие требования и правила применения знаков) Росстандарт должен внести до 1 марта текущего года.
В НЦ БДД Министерства внутренних дел РФ считают, что новый указатель должен представлять собой синий квадрат с изображением камеры внутри: то есть он будет похож на указатели «Место для разворота», «Рекомендуемая скорость» и иные информационные знаки. Предполагается, что такой новый знак будет более заметным на дороге.
Однако с этой идеей не согласны в Минтрансе и Росавтодоре: ведомства выступают за то, чтобы новый указатель выглядел точно так же, как и используемая сейчас табличка. Это позволит избежать значительных затрат, которые понадобятся на изготовление, демонтаж старых и установку новых дорожных знаков. В ассоциации территориальных органов управления дорогами РАДОР подсчитали, что в стране сейчас есть свыше 15 тыс. стационарных камер: каждая из них снабжена табличкой. Поменять каждую очевидно региональным бюджетам «влетит в копеечку».

В Минтрансе подчеркнули, что нынешние автомобилисты уже привыкли к используемым сейчас информационным табличкам. В случае если придётся ввести новый дорожный знак, нужно будет проводить также и «кампании по доведению до водителей информации о его назначении». Кроме того, у белой пленки, которой покрывают актуальные таблички «Фотовидеофиксация» коэффициент световозвращения в 15-20 раз выше, чем у синей плёнки.
Напомним, больше всего штрафов водителям выписывают именно по данным камер на дорогах. Однако нередко такие наказания оказываются ошибочными. Сейчас, чтобы оспорить постановление ГИБДД, нужно либо ехать в подразделение, либо отправлять сотрудникам письмо обычной почтой. Однако в начале осени такая практика должна, по сути, уйти в прошлое: обжаловать некорректный штраф можно будет через интернет (с помощью портала госуслуг).
