В России сейчас есть несколько платных дорог, в дальнейшем их количество будет увеличиваться: на данный момент наиболее масштабным проектом госкомпании «Автодор» является строительство трассы М-12, которая свяжет между собой Москву и Казань, а также пройдёт через другие города. Водители должны платить за проезд по участкам таких автодорог, для контроля используются либо шлагбаумы, либо специальные рамки (при использовании системы free flow).
В Министерстве транспорта РФ подготовили новые правила для проезда по платным дорогам. Как сообщает «Коммерсант», сейчас этот документ проходит «регламентные процедуры». Новые нормы должны вступить в силу в марте 2022 года, они придут на смену ныне действующим правилам, которые были введены ещё в 2010-ом.
В ведомстве отметили, что большинство изменений потребовалось из-за применения на российских дорогах безбарьерной системы «свободный поток», о который мы упомянули ранее. Напомним, суть её работы в том, что водители могут двигаться по скоростной автодороге, не останавливаясь на пункте взимания платы (ПВП). При этом деньги в автоматическом режиме списываются со счёта автовладельца либо с помощью бесконтактных транспондеров, либо по госномеру (на въездах на платные участки установлены дорожные камеры).
На сегодняшний день система используется для взимания платы с водителей на Центральной кольцевой автодороге (ЦКАД) в Подмосковье. Напомним, сейчас трасса уже полностью открыта для движения. Следом безбарьерную систему проезда ПВП планируется ввести на М-4 «Дон» (по ней многие россияне добираются до курортов черноморского побережья).
Правки включают в себя введение обязанности водителя устанавливать транспондер (при его использовании) «в соответствии с инструкцией оператора», то есть размещать на лобовом стекле около зеркала заднего вида, а не в бардачке или в ином месте. Кроме того, вводится запрет на въезд на платную дорогу для водителей на машинах с нечитаемыми либо «умышленно скрытыми» номерами.
Однако не все изменения в правилах пользования платными дорогами касаются введения «свободного потока». Так, в документе говорится о том, что водитель, в случае «недостатка платной услуги» / оказания её «не в полном объёме», сможет потребовать или «безвозмездного оказания услуги», или «соразмерного уменьшения стоимости услуг», или же «возмещения понесённых им расходов по устранению недостатков оказанных услуг».
В каких именно условиях будет применяться это правило, пока не поясняется. Не исключено, что речь идёт, к примеру, о вовремя не очищенной от снежных заносов дороге, что затормозило водителей, либо если состояние дорожного полотна на участке оказалось в ненадлежащем состоянии для того, чтобы автомобилисты могли двигаться с максимальной допустимой скоростью. Ещё один вариант «недостатка платной услуги» – если оператор дороги не сумел своевременно устранить причину затора.Также в новых правилах указано, что операторы дорог получат право не открывать шлагбаум на ПВП перед автомобилями, за которыми числится просроченная задолженность по оплате проезда. При этом, на какой именно автомагистрали водитель не заплатил за проезд, неважно. То есть тех, кто «проигнорировал» на М-4 «Дон» потом могут не пустить, к примеру, и на М-11 «Нева».
