В Министерстве здравоохранения РФ решили отсрочить введение новых правил медосмотра для водителей.
Всем будущим водителям, которые хотят обзавестись правами, а также тем, кто возвращает документ после лишения, или получает после окончания срока действия, необходима медицинская справка, которая подтверждает отсутствие противопоказаний к вождению. Сейчас для прохождения всех врачей, включая невропатолога, психиатра, терапевта, офтальмолога и нарколога, как правило, нужно не более тысячи рублей. Однако в первой половине текущего месяца законодатели одобрили изменения в порядке выдачи медсправок водителям, в итоге их «цена» обещала значительно вырасти – до 5-7 тыс. рублей.
Соответствующий документ был зарегистрирован в Минюсте 8 ноября, а в начале прошлой недели его опубликовали на портале для правовой информации. Новый порядок выдачи медсправок водителям предполагал не только стандартное обследование, но и химико-токсикологическое исследование мочи на содержание психотропных, наркотических веществ и их метаболитов, а также качественное и количественное определение биомаркера хронического злоупотребления алкоголя по анализу крови. Их проведение требует не только дополнительного времени, но и заметно больше денег.
Новые правила прохождения медкомиссии должны были вступить в силу завтра, 22 ноября. Это привело к возросшему числу желающих получить справку до этой даты. Так в последние несколько дней у кабинетов врачей, осматривающих водителей, появились внушительные очереди (во многих городах по всей стране).
Любопытно, что новые правила должны были распространяться только на тех, кто получает права впервые или же возвращает из после лишения. Однако, судя по количеству людей в очередях, получить заранее медсправку (срок «годности» – 3 года) решили и те водители, которым скоро нужно менять удостоверение из-за окончания срока его действия.
В итоге «обеспокоенность граждан» привела к тому, что Минздрав отложил вступление в силу новых правил получения медсправок. Об этом в своём telegram-канале сообщил заместитель главы ведомства Олег Салагай. Он добавил, что будет проведён дополнительный анализ методов, которые используются для освидетельствования, «в целях обеспечения их эффективности при адекватном ценообразовании в регионах». Дело ещё и в том, что ранее президент РФ Владимир Путин высказался против резкого роста стоимости медсправок для ГИБДД, отметив, что МРОТ (минимальный размер оплаты труда) в стране равен примерно 11 тыс. рублей, а значит, некоторым гражданам придётся отдать за такой документ почти ползарплаты.
Напомним, сами поправки в процедуру медосмотра водителей были разработаны по июльскому поручению главы государства. Законодатели по-прежнему уверены, что новые исследования необходимы: это, предположительно, поможет сократить аварийность на дорогах. Судя по всему, нынешний отказ от резкого подорожания справок – всего лишь отсрочка. Цены будут поднимать, но теперь сделают это не так заметно. Правда, есть серьёзные сомнения, что МРОТ успеет вырасти к этому времени пропорционально взлетевшим «ценникам» на справки для водителей.
Не секрет, что сейчас многие водители покупают медсправки и не проходят осмотр у врачей. Так что даже подорожание процедуры может не повлиять на аварийность на российских дорогах: вероятно, «липовые» документы тоже прибавят в цене.
